Information Network Security Administration
(INSA) commenced its historical journey inside
the Ethiopian Army in 2006. It gained a legal per
sonality when it was established as Information
Network Security Agency (INSA) under the Coun
cil of Ministers Regulation No. 130/2006.
The objective of the then Agency was to ensure
that the country's use of information and infor
mation communication network technologies
and telecommunication in the implementation
of its peace, democratization and development
programs is without risk to the national security.
However, as it became necessary to redefifine the
duties and responsibilities of the then Agency so
as to defend the progressively complicating
cybercrime and to protect the national interest,
the Agency was reestablished under the Infor
mation Network Security Agency Re-establish
ment Council of Ministers Regulation No.
